During Shona’s 20 years of experience in the Recreation and Youth Development Sectors, she found herself asking the same question, “If we provide youth development programs, how do we know if a young person has actually developed?”.
Traditional methods of outcome measurement tend to focus more on outputs and quantitative data used to entice funders or address generic grant requirements. After 10 years of research, practice, and engagement, Shona developed an innovative framework for Outcome Measurement – one that is not linked to a specific program, funder, or staff member, but to an organization’s unique purpose, vision, and all areas of service program delivery.
Shona established Development Impact in early 2020 to support Social Change Organizations to integrate Outcome Measurement processes and culture into their strategies, operations, and communications with confidence.

Director
Shona Ballinger
Following years in recreation and youth development design and management, Shona found a passion for designing ways to measure the intended outcome of programs and individuals. Shona has been developing outcome and impact measurement frameworks for the past 10 years.
She works with clients to understand their purpose and service delivery leading to social change, then supports and guides their journey to developing your outcome measurement framework and quality outcomes data story

Masters in Youth Development (AUT), with a research focus on outcome measurement

Data Implementation Lead
Francene Julaton
Francene is a Bachelor of Science student at Auckland University, majoring in Information Technology Management.
She uses her knowledge of information systems to support clients’ analytics and visualisation design into outcome measurement software.
Francene has a design lens ensuring analytic dashboards represent the client’s brand and reporting requirements.
